We normally put up to 2 hours of video per DVD. DVDs can hold a maximum of 6 hours per disc but compression will occur after 2 hours so it's not recommended. If you have a single tape that's longer than 2 hours, then putting it on a single DVD is fine. If you have more than one tape and they fall below 2 hours, we usually put them onto a single DVD unless video content is very different from eachother or otherwise requested.
